After the Borg begin taking over the Enterprise, the Borg Queen captures Data. She introduces herself by saying "I am the Borg", to which Data responds, "that is a contradiction, the Borg have collective consciousness, there are no individuals". 

Data is "a machine that wishes to be human" and is programmed to evolve and better himself. The Queen claims that "we too are on a request to better ourselves, evolving towards a state of perfection", to which Data counters, "forgive me, but the Borg do not evolve, they conquer".
